Load factors for the seismic loadcase

Why do we use loadfactors of unity for the seismic loadcase [1.0G, 1.0E_u, Psi_e*Q]? why don’t we consider 1.2G and 0.9G?

The commentary to 1170.0 section C4.2.2 indicates that the permanent action is assumed to have a coefficient of variation of approximately 10%

Is there some level of action redistribution assumed?
