Regarding 100%NBS in the assessment guideline

The following paraph from page A3-8

“It is essential that the %NBS earthquake rating given to a building reflects its expected
relative performance. Therefore, a building should not be rated as 100%NBS unless there is
confidence that it will perform to the minimum level expected of a new building (life safety
only) across all levels of shaking. The rating should be reduced until there is confidence that
this will be the case.”

How would you interpret this? so If the building does not have Life safety issue when it reaches 100%ULS shaking ( everything is 100%NBS), but say a column seismic rating s reached 30%NBS when 180%ULS shaking is applied , we still cannot call it 100%NBS building? 

Which means in order to call a building to have 100%NBS we need to investigate further to 2x ULS. if there is no life safety issue at 2xULS( above 33%NBS) then we can call it 100%NBS building otherwise we cant?
